Ok, reasonable premise. What would you have, a page of "useful resourse links to be voted on"- a page of links in waiting?
The issue with that approach is that it requires people allocate the time necessary to review the contributions to vote on them. If people don't take the time, and the suggested resource links are not viewed, voted on and approved, that discourages the willingness to make further suggestions. There goes that form of participation - Curration of useful links. The 3 C's to build a growing web site and following are Curration (adding useful content/links), create Content (blog posts - BOT,etc.) and Community (forum participation).
If you want to build a growing communal base of useful links by accepting suggestions - currated content contributions, consider flipping it around and accept all recommendations to the "resource" page, and remove a link if it gets a number of "remove" or "irrelevant" or "offensive" votes.
